THE ISSUES AND WHY HE IS RUNNING

When Assemblyman Al Kramer decided to withdraw for family reasons, a number of community leaders asked PK O’Neill to seek the seat. PK would never have run against a sitting republican but was convinced that the district needed a seasoned legislator.
Assembly District 40 is made up 60% Carson City and 40% southern Washoe County. We need someone to protect the interests of Carson City during reapportionment. Someone who knows his way around the legislative process.
PK worked hard to have his five sponsored bills passed when he last served in the Assembly. The bills included enhancement for crimes against the elderly, decreasing the cost of school construction, allowing law enforcement to use improved technology, improving registration for the draft and augmenting the Nevada State Prison Society efforts to preserve the old prison as a museum.
 
We need a strong seasoned legislator to hold their own against those who want to divide and conquer Nevada’s capitol during 2020 reapportionment. Other issues of concern are expanding Western Nevada College Nursing School and providing educational opportunities in the various technical, construction and service trades.
One of the measures of an honorable man is to Follow through on what was agreed to and I told Al Kramer I would work to ensure the necessary services to take on the crises of the opioid, other addictions, domestic violence and suicide that overwhelm our mental healthcare providers.

Mental Health

The need for quality mental health care is as vital to Nevada as quality medical care. The far-reaching effects of the COVID-19 pandemic we all are facing may go unnoticed when we return to back to our “normal” lives. However, some will likely continue to suffer symptoms similar to PTSD, with which many of our veterans and first responders contend.
 

The State is also still dealing with ongoing behavioral crises such as opioid and other addictions, overcrowding of jails and emergency rooms and the effects of domestic abuse and suicide, which are all are taxing our mental health providers. I want to continue in the path of my predecessor, Al Kramer, ensuring that necessary services and providers are available in our communities to address these complex challenges.
 
One of the most promising programs on the front line was initiated by Carson City Sheriff Ken Furlong, in partnership with Carson Tahoe Health’s Mallory Behavioral Health Crisis Center and the Carson City Division of Public and Behavioral Health. Patrol deputies are teamed up with mental health experts to respond to calls involving individuals with mental health issues. These Mobile Outreach Safety Teams, called MOST have been successful in providing alternatives to emergency rooms and jails. I want to continue promoting expansion of this proven program to all of our communities throughout Nevada.

Second Amendment rights need to be addressed in a sensible and reasonable manor to protect the needs of everyone. Assembly Bill 291, which was passed and signed into law in the 2019 legislature, is a good example of grossly flawed legislation. Recently, PK was endorsed by both the National Rifle Association and the Nevada Firearms Coalition. The NRA gave PK an "A" Rating while the NFC gave him an "A+" Rating.

veterans

In 2015 I worked closely with Veteran’s groups to make sure that funding was available to build the Northern Nevada Veterans Home in Sparks. I am happy to say that the facility opened this past year in October. Additionally, I worked with veterans on increasing the awareness and education in addressing the exorbitant number of veteran’s suicides. A situation which unfortunately continues today.

Nevada's Economy

Our business climate has been set back by the forced layoffs created by the coronavirus. Some say it will take time to recover from our present business disruption, possibly up to a year or more. The legislature will need to be flexible to help businesses, both large and small, get through the recovery. In maximizing this flexibility by providing assistance to our business community and cutting the red tape we will keep Nevada the business-friendly state it has always been.​

taxes

We don’t need any new taxes that can strangle business. We need to cut back on some of the programs passed in the last legislative session that have impacted our business community.​

education

Supporting education supports our future, and I will advocate for education choice working alongside traditional education. K-12 education isn’t a one-size-fits-all model, and we should allow students to learn through the model that fits them best. I have also supported the expansion of programs at our community colleges, such as the building trades and the medical provider programs.​
